In 1831, Faraday invented the world’s first generator that could generate continuous current, marking the beginning of the era of electric power in human history. In 1879, Edison created 

the first incandescent lamp that was of great practical utility, which indicated the victory of human’s wisdom over the darkness. In 1962, Nick Holonyak invented the first red LED chip and that promoted the leapfrog development of the lighting technology. Innovations in technology have rapidly brought significant changes to industries and markets.

At present, the global optoelectronics industry is undergoing in-depth adjustments in its division and layout. However, Foshan, owing to its sound industrial infrastructure and favorable investment environment, is gradually becoming a new gathering

With great support from the government and related enterprises, the construction of optoelectronics industry parks and zones in Foshan has been progressing rapidly. The public service 

platform for the industrial application of semiconductor lighting and the industrial park for semiconductor lighting engineering in Nanhai District, Foshan have begun to take shape. The 

Guangdong New Light Source Industry Base, which is a province-level key science and technology project, is located in Luocun Sub-district, Nanhai District and developed on the basis of a 1,000-mu professional market and a 10,000-mu industrial base. It is comprised of a professional area for the electric light source industry, a professional market, a logistics base, a public service platform, an industrial 

technological innovation system, trade associations, industrial exhibitions, etc., aimed at promoting the establishment of a perfect electric light source industry chain with a sound layout

While constructing the Guangdong New Light Source Industry Base, the government is also endeavoring to establish a standard regional sales platform with a view to promoting the interaction

 between market and industry. The South China (International) Electric Light Sources Market, covering an area of 1,200 mu with a total investment of RMB one billion, is the largest market

for lighting products of electric light sources. The first-phase project which covers 300 mu has been completed and the 1,800 stores constructed during this period are now open for business. The second-phase construction will be carried out at the end of 2011.

佛山市拥有五个省级照明行业工程技术研究开发中心，并成立了广东省液晶电视技术中心、广东平板显示产业技术研究院以及中山大学佛山研究院等光电技术研发平台；香港科技大学、北京大学、复旦大学、华中科技大学、武汉大学、中山大学、北京电光源研究所等一批著名高校和科研院所正在与佛山开展新光源产业项目合作。同时，佛山市照明行业拥有从业人员近十万人，将为企业的发展提供有力的技术和人才支持。

There are five province-level lighting engineering and technology R & D centers in Foshan; besides, optoelectronics technology R & D platforms like the Guangdong LCD TV Technology Center, the Guangdong Panel Display 

Technology Research Institute and the Foshan Research Institute of Sun Yat-sen University have been set up in Foshan. Famous universities and research institutes from across the country such as Hong Kong University of Science and Technology, Peking University, 

Fudan University, Huazhong University of Science and Technology, Wuhan University, Sun Yat-sen University and the Beijing Lighting Research Institute are in collaboration with Foshan on new light source projects. Currently there are nearly 100,000 employees in Foshan’s lighting

佛山市政府2009年制定了《佛山市LED产业发展专项规划（2009-2012年）》推动LED产业发展

The Foshan Municipal Government formulated the Specific Development Planning for the LED Industry in Foshan (2009-2012) in 2009 to promote the local LED industry.

一、发展目标：

Development objectives:

到2012年，LED产业发展成为佛山经济发展的支柱产业之一，LED照明产业技术水平和整体竞争力步入国内领先行列，全力把佛山打造成为国内重要的LED照明产业示范基地，全面实现“三大跃升”：

By 2012, the LED industry in Foshan will have become one of the region’s pillar industries and it will have been taking the lead in China in technology and overall industrial 

competitiveness. All-out efforts will be made to establish Foshan as an important demonstration base for LED lighting in China and to achieve leapfrog growth in three aspects of the local LED industry:   

2 产业规模大幅跃升——到2012年，佛山LED照明产业实现工业产值200亿元，年均增长35%，形成包括装备、材料、芯片、封装、灯具和应用推广的比较完整的产业链。

2 Industry scale——In 2012, Foshan’s LED lighting industry will realize an output value of RMB 20 billion and the average annual growth rate will be 35%. By then, a fairly complete industrial

 chain will have been established covering equipment, materials, chips, encapsulation, lamps and lanterns, and product applications.

2 企业实力大幅跃升——到2012年，引进和培育2-3家LED芯片生产企业、1-2家外延生产企业、3-4家具有国际影响力、年产值超过10亿元的创新型龙头企业。

2 Corporate strength——By 2012, Foshan will have attracted and developed two to three LED chip manufacturers, one to two epitaxial wafer manufacturers, and three to four innovative flagship enterprises

 which all enjoy great international influence and have an annual output value of over RMB one billion.

2 应用示范能力大幅跃升——全市重点道路全面推广LED路灯应用，在未来3年完成超过12万盏高压钠灯的替代改造工程，建成总长1418公里LED路灯应用示范道路。

2 Production applications——LED lighting will be applied in the city’s key roads. The government plans to replace over 120,000 high pressure sodium lamps in the coming three years and construct LED 

application demonstration roads with a total length of 1,418 kilometers. 

二、发展重点 

Development priorities

（一）重大装备领域

Major equipment

支持LED产业重大装备MOCVD的研发与产业化，力争2012年前实现订单生产，打破国外技术垄断，填补国内空白，降低LED芯片生产投资成本和产品应用成本。组织力量重点突破LED电源、键合设备等专用设备核心技术，为LED产品规模化生产创造条件。

The government will offer the LED industry support in the R & D and industrialization of MOCVD equipment to help the industry achieve make-to-order production before 2012, with a view to breaking foreign monopoly and filling the domestic gap. In this way, the investment costs for LED chip production and the costs for product 

applications will both be reduced. The government will also endeavor to achieve breakthroughs in core technology for special-purpose equipment like LED power supply and bonding equipment, in a bid to facilitate large-scale production of LED products. 

（二）外延芯片领域

Epitaxial wafers

重点发展通用照明和大尺寸外延片以及大功率、超高亮度LED芯片，至2012年形成月产400KK以上的芯片生产能力，逐步替代进口芯片，在高端应用领域达到50%以上的自主配套能力。

Priority will be given to general lighting products, large-size epitaxial wafers, high-power and super bright LED chips. In 2012, Foshan’s LED industry will have a monthly chip output of over 400KK. Imported chips will gradually be replaced by domestic-made ones and the industry will be self-supported in over 50% of the high-end applications.  

（三）封装领域

Encapsulation 

重点发展大功率白光LED及SMD高端封装产品，至2012年达到产能在月产超2000KK以上规模。

High-power white LEDs and high-end encapsulated SMD products will be prioritized. In 2012, the industry will have a monthly output of over 2,000KK.  

（四）高端照明产品及应用领域

High-end lighting products and applications

重点发展中、高端LED应用产品，优先发展大功率LED路灯、LED背光源、LED室内照明、LED汽车光源等应用产品及系统。

With focus on middle and high end LED applications, the industry will give priority to such products as high-power LED streetlights, LED backlights, LED indoor lights and LED auto lights. 

（五）关键配套产业领域

Key supporting industries 

支持LED封装材料、封装设备、散热材料及技术的研发和产业化，支持LED照明产品的创意设计，形成独特的产业特色和竞争优势。

The government will support the R & D and industrialization of LED encapsulation materials, encapsulation equipment, heat dispersing materials and relevant technology and also support 

the innovative design of LED lighting products, for the purpose of developing unique industrial characteristics and a competitive edge.

一、 政策优势

Policy Advantages

光电产业属于电子信息产业中的重点发展领域，多年来，佛山各级部门十分重视电子信息产业的发展，制定了《佛山市科技发展专项资金管理办法》、《佛山市民营科技企业管理办法和实施细则》等政策，并专门设立“科技发展专项资金”、“产学研专项资金”和“制造业信息化专项资金”等专项资金支持产业发展。在制定支持政策的同时，佛山致力于软硬环境的改善，投资环境日趋完善。

The optoelectronics industry is a key field of the electronic information industry. For years, government departments at all levels in Foshan have attached great significance to the 

development of the electronic information industry. They have formulated policies like the Measures for the Administration of Special Funds for Science & Technology Development in Foshan 

and the Measures for the Administration of Private Hi-tech Enterprises and Regulations for Implementation, and set up funds such as “Special Funds for Science & Technology Development”, “Special Funds for Production, Teaching and Research” 

and “Special Funds for Information Engineering in Manufacturing” to support industrial development. While formulating supporting policies, the government also has been endeavoring to 

improve Foshan’s hardware environment, thus the investment environment in Foshan is being perfected. 

二、积极的扶持政策

Proactive Supporting Policy

1、 在公共建设工程与民生工程的政府采购计划中，优先采用国产LED照明产品，国产化产品使用率不低于60%；

Priority will be given to domestic-made LED lighting products in the government’s procurement plan for public works and livelihood projects. The proportion of domestic-made products will be no less than 60%.  

2、在公共基础设施的设计阶段，优先规划使用LED照明节能产品；市政新建或改扩建道路、城市公共建筑改建与城市景观照明工程，优先采用LED照明产品；在城市旅游景区、广场、公园，加快以LED照明产品替代传统照明产品的步伐；在新建的佛山地铁站台照明和列车内照明，建立LED照明示范工程；正在规划建设的东平新城，建立以LED照明和太阳能为核心的绿色建筑、绿色城市的示范区域，争取建设成为国内标志性的绿色照明、节能环保的应用示范区域。

LED lighting products will be prioritized when infrastructure construction is in the design stage. New road projects, road extension projects, reconstruction projects for urban public buildings,

and urban landscape lighting projects will also first consider using LED products. The replacement of traditional lighting products by LED ones in tourist spots, squares and parks will be

accelerated. LED lighting demonstration projects will be carried out at metro platforms and within trains. In Dongping New Town which is still under construction, a demonstration area 

featuring green buildings which adopt LED lighting and solar energy will be constructed; such a demonstration area is expected to be established as an icon for green lighting and energy 

conservation in China.    

3.税收环境 公正透明

Fair and Transparent Tax Environment

v 外国企业必须在佛山税务机关进行登记。

Foreign-funded enterprises shall register at the tax authorities of Foshan.

v 外商投资企业和外国企业须在完成商业登记30天内向当地税务机关登记。税务登记证将发放给外商投资企业。

Foreign-funded enterprises and foreign enterprises shall register at the local tax authorities within 30 days after completing business registration and the tax registration certificate will be granted to the foreign-funded enterprises.

v 外商投资企业和外国企业在中国境内设立的从事生产、经营的机构、场所设立、迁移、合并、分立、终止以及变更登记主要事项，应当向工商行政管理机关办理登记或者变更、注销登记，并持有关证件向当地税务机关办理税务登记或者变更、注销登记。

For organizations and premises that foreign-funded enterprises and foreign enterprises set up in China to carry out production and operation, these enterprises shall, on such major issues as establishment, relocation, mergers, spin-offs, termination and changes of registration, complete registration or changes/cancellation of registration with the administrative authorities for industry and commerce and tax registration or changes

/cancellation of registration with the local tax authorities with relevant documents. 

v 中国纳税年度范围指1月1日至12月31日。

The tax year in China refers to the period from January 1 to December 31. 

v 外商投资企业（指在中国没有法律实体的经营者），如果基于日历纳税年度存在困难，可向佛山税务机关申请使用其自有的按12个月财政年度纳税。但是，这一特例尚未被推广至中国其他地区的外商投资企业。

         Foreign-funded enterprises (referring to operators without legal entities in China) that have difficulty in computing taxable income in accordance the calendar tax year may apply to the tax authorities of Foshan

 for taking their own fiscal year as the tax year. This special case, however, are not applicable to foreign-funded enterprises outside Foshan at present. 

v 企业需在规定时间内向当地税务机关提交相应材料。

Enterprises shall submit relevant documents to the local tax authorities within the prescribed time.

v 暂缴申报需于每季度末15天内递交。

Applications for provisional tax payment shall be filed within the last 15 days of every quarter.

With a history of more than 20 years in the lighting industry, Foshan is honored as the “Home of Guangdong’s Lighting Products” and a “Professional City for Lighting Products of Electric 

Light Sources”. At present, the LED industry in Foshan focuses on downstream links like encapsulation and applications. Foshan Nationstar Optoelectronics Co. is a leader in encapsulation.

As of September 30, 2010, the revenue of Nationstar from its main business was nearly RMB 620 million. As for LED applications, OSRAM Foshan Lighting Co., Foshan Electrical & Lighting Co.
